The truth is out there

A pair of investigators—one, a redheaded scientist, and the other, a brooding true believer—search for answers along the Port’s waterways. Each outfall encountered is suspect.

Environmental connection

While the Port Biologist and her boss are no Mulder and Scully, the two are tasked with investigating mysterious sources of water. This water flows through Port-owned stormwater infrastructure to the outfalls and into Commencement Bay.

Water that enters the storm system and did not fall from the sky as rain is known as an illicit discharge. Illicit discharges include anything from leaky water pipe connections to people washing vehicles on pavement.

As part of the Port’s Municipal Stormwater Permit, we are required to inspect a percentage of our outfalls every year. If unanticipated water is flowing from an outfall, we investigate its source to make sure only rain goes down the drain.
