WSDOT has completed a comprehensive tolling study of the SR-167 completion project. As part of that study, WSDOT has proposed a number of phasing scenarios that would result in the highway remaining unfinished. Under one scenario, for example, the state would spend about $711 million but leave a gap in the highway between Valley Avenue in Fife and Meridian in Puyallup. Scenarios like this have repeatedly been rejected by stakeholders who believe it is time for substantive completion of th highway. This would entail a completed connection from Meridian Avenue in Puyallup to SR-509 on the Tacoma Tideflats with all of the planned interchanges along the route at Meridian, Valley Avenue, I-5, 54th Street and SR-509.
